Despite its numeric designation as an ongoing project, this seems to be new work and appropriate for the Three-Step Review process. As written, the proposal suffered greatly from a lack of clarity and definition in every aspect. The ISRP cannot recommend this project for funding at this time.

Comment: OSPIT concurs with ISRP that this project should go into the Three Step process and so we have removed money for implementation. However, given that Powerdale Dam is slated for removal in 2010, it is imperative that the proposal for reconfiguring the trapping facilities get reviewed in the Step process during this funding cycle.
