200306200 - Evaluate the Relative Reproductive Success of Reconditioned Kelt Steelhead

Sponsor: Columbia River Inter-Tribal Fish Commission (CRITFC)

Budgets: FY07: $612,083 | FY08: $645,912 | FY09: $672,115

Short description: Our proposed study will directly measure the reproductive success of natural-origin, hatchery-origin, and reconditioned kelt steelhead in natural streams. This will yield quantitative data replicated geographically and temporally.

Final Council recommendation (Nov 2006)

Funding category: Expense

Recommended budgets: FY07: $368,425 | FY08: $368,425 | FY09: $368,425

Comment: Fundable in part: Maintain current scope and complete the experiment. Adjust budget to reflect current scope. Project is nearing completion of experiment, need to plan for moving this work to implementation and funding out of the province/supplementation projects.

ISRP final recommendation: Fundable in part

The ISRP recommends Fundable in Part to complete the experiment but not full implementation. The sponsors responded to the ISRP request for additional information on this and companion project 200001700 in a common response. They responded to our questions about implementation and how the projects relate to each other in a satisfactory manner. There does appear to be some promise in this approach in spite of some initial failures (in producing smolts and at these contributing to wild reproduction). The evidence of recruitment is very poor. It is important to continue the experiment (not full implementation) long enough to make certain an adequate attempt and evaluation have occurred. Nevertheless, this takes away from the real issue that migration success of kelts is constrained by the hydrosystem, both in terms of the hydro projects and river conditions are not conducive to re-conditioning.

Response loop edit

See the sponsor's revised proposal from the response loop. You'll be taken to CBFWA's proposal system in Section 10 where most sponsors uploaded revised narratives or other responses to the ISRP comments.

State/province recommendation: MS: High Priority

Review group: MSRT

Recommended budgets: FY07: $596,758 | FY08: $596,758 | FY09: $596,758

Comment: This project evaluates the reproductive success of reconditioned kelts. The MSRT would like this project reviewed with 200001700 in order to find budget efficiencies.
