Comment on proposed FY 2006 budget
The original proposal for this project intended that this project be based on a watershed management concept and would assist in protecting and enhancing both fish and wildlife resources within the Coeur d'Alene Subbasin. No crediting mechanism was defined as it was intended that the acquisitions under this Project would substitute for anadromous fish losses suffered by the Couer d'Alene Tribe. The Bonneville Power Administration's Capital funding policy requires a crediting mechanism for land acquisitions. Since there is no crediting mechanism associated with substitution for anadromous fish losses, acquisitions have not occured. The budget recommendaion of $6,000,000 is a result of an accumulation of unspent annual recommended funding due to Capitol funding policies. The original recommendation of $2,156,151 would be satisfactory if it was available as Expense funding. This funding would allow the acquision of approximately 1,000 acres of land (target acreages identified in the original proposal) to benefit native fish and wildlife resources on the Coeur d'Alene Indian Reservation.

This Project has never been contracted and funded, although funding levels have been recommended at $2,156,151, $2,321,500, $6,000,000, $6,000,000, and $6,000,000 for fiscal years 2002 through 2006.

The FY2006 goals and anticipated accomplishments center on identifying and acquiring 1,000 acres of habitat that will benefit the native fish and wildlife in the Coeur d'Alene Subbasin.
Subbasin planning
How is this project consistent with subbasin plans?
The Project is consistent with an implements Aquatic Objective 2A1, Strategies a through h and Objective 2A2, Strategies a, b, c, d, f, and g (Coeur d'Alene Subbasin Plan, pages 10-11 & 10-12). These strategies stipulate improvements in habitat to improve nativ bull and cutthroat trout populations. Acquisition and management of properties to facilitate hydrologic processes that provide adaquite polutant-free streamflows would greatly improve habitats for native salmonids. The Project is consistent with and implements Aquatic Objective 2B1, Strategies a and c (Coeur d'Alene Subbasin Plan, pages 10-12 & 10-13). These strategies stipulate the acquisition of lands to support resident fish populations as substitution for anadromous fish losses. The acquisition, protection, restoration and enhancement of properties targeted by this Project will provide duel benefits to fish and wildlife and thus will benefit habitats for resident fish populations as well. This project also implements Coeur d'Alene Tribe Wildlife Mitigation Measure 1 (page 2) and the Coeur d’Alene Subbasin Resident Fish Substitution Measures 4, 5, 6, 7, 9, and 10 (pages 3-4) since habitats purchased and managed for wildlife mitigation facilitate hydrologic functions that benefit resident fish.

Coeur d'Alene Subbasin Aquatic Objective 2A2 was identified as the 1st priority of Subbasin Aquatic Objectives. Strategies within this Objective are listed in order of importance and this Projects encompasses the most important Strategies within the Objective. Coeur d'Alene Subbasin Aquatic Objective 2B1 was identified as the 5th in the order of Subbasin Objective priorities and Strategy a was identified as the senior priorty while Strategy c was identified as the juniour priority within the Objective.
