Comment on proposed FY 2006 budget

This budget has been combined with the Huntsville Mill Fish Screen O&M project (2002-020-00) and is currently funded for $147,143. These funds provide for routine maintenance and contractor reimbursement on 27 fish screen facilities. While sufficient to maintain the current level of weekly inspections and maintenance this budget does not allow for major maintenance corrections. The first Phase II facility was constructed in 1993; the screens and gantries on these facilities are now in need of new protective coatings (paint) to maintain their integrity. It is estimated that an additional $30,000 pre/year will be needed to provide these ongoing major maintenance corrections.

1993 The WDFW, YSS first became involved with Phase II O&M attending to 5 sites (Gleed, Naches Cowiche, New Cascade, Holmes, Snipes & Allen). Spring startup, routine and emergency maintenance, and record keeping was performed on all sites. 1994 Four sites were added (Kelly-Lowry, Taylor, Congdon) for a total of 8. FY 2006 goals and anticipated accomplishments

WDFW,performs preventative and emergency maintenance and operational adjustment on completed Phase II fish screen facilities to assure optimal fish protection performance and to extend facility life, thereby protecting BPA's capital investment. Target Species Anadromous salmonids (spring and fall chinook, coho, steelhead), as well as resident fish species (bull trout, rainbow trout, whitefish).

How is this project consistent with subbasin plans?

This project is consistent with and complements Aquatic Strategies 10 &16 in the Management Plan. Screening and passage projects are considered high priority actions to increase salmonid abundance and intrinsic population productivity. Work Cooperatively with BPA to design irrigation diversions that will remain stable and functioning over long time periods. Maintenance and Operation of these facilities to ensure they perform the fish protection function they were designed for is a key component of the salmond recovery efforts within the Yakima Basin.

How do goals match subbasin plan priorities?

Fish Protection facilities that prevent delay, injury, or mortality to anadromous fish that come in contact with irrigation diversions are a necessary and key component of the salmon recovery effort. Maintenance and Operation of these facilities per criteria established by state and federal agencies will achieve this goal.
