Comment on proposed FY 2006 budget
The budget $875,000, while consistent with Bonneville approved FY05 budget, will not cover expected costs in FY06 due to improved alarming system, proposed new residence, as well as, increases in ODFW indirect rate, fringe benefit package and inflation. The expect budget is approximately $972,000. Although an increase from FY05, the budget is considerably less that expect amount $1,032,963 developed during Provincial Review process in 2002 and the similar to CBFWA recommendation of 971,915.

Fish production 2002 620,000 sub-yearling fall chinook, 514,000 spring chinook yearlings, 160,000 steelhead smolts. Transfer of 1.5 million coho from Cascade/Oxbow hatchery, 350,000 spring chinook from Little White, and 540,000 yearling fall chinook Bonneville Hatchery. 2003: 625,000 sub-yearling fall chinook, 460,000 spring chinook yearlings, 127,000 steelhead smolts. Transfer of 1.5 million coho from Cascade/Oxbow hatchery, 350,000 spring chinook from Little White, and 540,000 yearling fall chinook Bonneville Hatchery. 2004: 608,000 sub-yearling fall chinook, 494,000 spring chinook yearlings, 130,000 steelhead smolts. Transfer of 1.5 million coho from Cascade/Oxbow hatchery, 350,000 spring chinook from Little White, and 480,000 yearling fall chinook Bonneville Hatchery.

Artificial production and fish transferred from other hatcheries provide coho, fall and spring chinook, and steelhead for the Umatilla sub-basin natural production, harvest, and recovery efforts.

The goals of Umatilla hatchery production and fish releases are consistent with draft Umatilla/Willow Sub-basin Plan (5.3.2.5 Artificial Production pp 411-413).

This project is associated with projects 198343500 Operate and Maintain Umatilla Hatchery Satellite facilities (CTUIR); 198902401 Evaluate juvenile salmonids outmigration and survival in the Umatilla River (ODFW); 199000500 Umatilla Hatchery Monitoring and Evaluation (ODFW); 19900501 Umatilla Basin natural production M&E project (CTUIR); 198802200 Trap and haul in the Umatilla and Walla Walla basins (CTUIR and ODFW). There is small cost share with Idaho Power Company to produce 800,000 fall chinook for the Snake River. Due to uncertainties in 2005 returns, this program may not have sufficient fish for 2006 release increase operating cost of the Umatilla Hatchey approximately $24,000.
