Comment on proposed FY 2006 budget
We plan to continue base project operations in FY 2006, including update of current data types and continuation of data management and library services. The budget appears to cover both the main StreamNet project ($2,261,033) and the BPA portion of the project. We expect to reduce base activities slightly due to the common problem of inflationary erosion of staff time due to level funding on a project that is 85% salaries. We would like to be able to work to acquire additional new types of data but will not be able to under level funding unless new work is prioritized ahead of existing work.

Not included in the metrics was Library Services. The StreamNet Library continued to provide full library services and access to an extensive fish and wildlife related collection, including gray literature and all reference documents for the data in the StreamNet database.

Library services (not included under the metrics) will continue. These include development and access to a large collection of fish and wildlife information, an extensive collection of fish and wildlife related gray literature, and reference documents for all data in the StreamNet database.
Subbasin planning
How is this project consistent with subbasin plans?
StreamNet is consistent with subbasin plans, partly because StreamNet data were used during the planning process. The finished subbasin plans do not specifically address the need for a data delivery system to share regionally consistent fish data. However, there is an unstated need for all routine fish monitoring and assessment data to be available so that trends can be followed within and across subbasins, and to roll up to ESU or basin levels the data need to be in consistent formats and fully georeferenced. StreamNet does these for the routine fish management data collected by the region's fish management agencies. In addition, StreamNet has acquired and posted the data that resulted from subbasin planning in Oregon and anticipates participating in acquiring and posting these data from the other states. These efforts will be done in coordination with other data management efforts that deal with other kinds of data that relate to fish monitoring, such as habitat monitoring and fish population modeling. The 2000 Hydrosystem BiOp called for a regional data delivery system under RPA 198. While not much progress has been made toward developing a comprehensive data system, StreamNet is poised to collaborate with its development, under the assumption that the existing data management programs will of necessity serve as key components within such a system. We continue to collaborate with regional data management efforts in anticipation of them contributing to or leading to a regional data delivery system. Until then, StreamNet is already functioning as a regionally consistent data delivery system from the field management agencies to public dissemination for specific fish related data.
How do goals match subbasin plan priorities?
The subbasin plans did not specifically address the priority of regional scale infrastructure projects, which would include StreamNet and other data management projects. However, we do provide a means of acquiring and disseminating fish data that will prove essential for following the trends that result from habitat restoration and other work in the individual subbasins. Thus, we support all subbasin priorities, and will participate in efforts to evaluate the effectiveness of restoration efforts in the subbasins.
Other comments
The StreamNet project is one of several data management and dissemination projects in the basin, focusing on a specific set of fish related data generated primarily from the fish and wildlife management agencies. This is a basic infrastructure type of project that is essential if data are to be obtained from multiple agencies whose data are collected primarily for agency purposes and are therefore not regionally standardized. We believe that the need for StreamNet's services in locating, acquiring, georeferencing and standardizing data from disparate sources is growing as the need to manage populations on a species-wide scale is recognized. We stand ready to take on an expanded suite of data types, and are participating in efforts to build a more consistent and comprehensive approach to regional scale data management. We believe that the need for such an approach is becoming more widely recognized, and will willingly contribute our experience to developing it.
