Comment on proposed FY 2006 budget

The proposed FY 2006 budget remains at the FY 2004 budget level, while materials, fuel, and other associated project costs continue to increase. As the project sponsor, Westland Irrigation District is committed to ensuring the project objectives are accomplished while operating within the funding level provided by Bonneville. It is hoped that the Council will consider an appropriate funding increase for FY 2007 if FY 2006 funding remains as proposed. Thank you for your consideration.

Accomplishments since the last review

Produce Environmental Compliance DocumentationNecessary information is assembled and reported to Bonneville compliance officials regarding herbicide application, and road maintenance activity required.
Maintain VegetationUndesirable plants at project site locations are controlled by mechanical means and herbicide application as needed. Predacious animals are kept from site locations by maintenance of existing fencing.
Operate/Maintain FacilityIncreased adult and juvenile migrant survival in the Umatilla Basin is accomplished for both hatchery and natural production by operating and maintaining ladders, bypasses, screen sites, and trap facilities plus supporting spawning and acclimation sites.

Ongoing maintenance of fish trapping, spawning, and acclimation sites in addition to O & M of ladders, screen facilities, and bypasses. Have successfully overhauled and rehabbed three fish screens each year to ensure design and criteria operation is in compliance.

Subbasin planning

How is this project consistent with subbasin plans?

The project is consistent with and supports Aquatic Biological Objectives and Strategies 5.3.2 Natural Production objectives 3 and 5 and Flow and Passage objective 12 (Management Plan page 5-5). In addition, the project is consistent with numeric population goals for returning adults of steelhead and salmon relative to the maintenance of Phase I and II flow enhancement projects as the project workers routinely perform tasks associated with the operation of Phases I and II (Management Plan page 5-6).

How do goals match subbasin plan priorities?

The project accomplishes priority work under the subbasin plan as identified in the Management Plan 5.3.2.1 Natural Production Objectives and Strategies, priority 1: Maintenance of Phases I and II of the Umatilla Basin Project, and priority 14: Maintain Passage Efficiency Through Ongoing O & M Activities (Management Plan pages 5-8 and 5-10). In addition, the project supports an integral part of the artificial production program by providing O & M at the juvenile acclimation and adult holding and spawning satellite facilities (Management Plan page 5-43).
