A general comment: throughout this process, priority should be given to fish restoration, environmental impacts, and to tribal cultural sustainability over hydroelectric, agricultural, recreational, or other considerations. We need to reshape our definitions of growth and development toward environmental and economic sustainability rather than exploitation and extraction.
