It is good to see that the report recommends increasing energy efficiency and conservation as a means of meeting future demand as well as reducing CO2 emissions. I would like to see the report provide more direction on ways to make conservation desireable and economical for industry, utility companies and for residents. I believe the report should address using regulations to create markets for conservation and should seriously cover the necessary components to an energy efficiency program. It's great to recognize that conservation is the easiest and cheapest way to generate power, but to successfully lead the region in addressing future I think the council needs to follow up with a clear plan of how to make that happen. With no enforcement we will be wallowing in global warming before the Northwest figures out how to tighten up our buildings and reduce use.
