I strongly appreciate the sensible emphasis on efficiency as mechanism for meeting load projections. I urge you to take stronger leadership addressing the combined issues of global warming, peak oil, and our international fiscal overdraft.
Repeated studies and demonstration projects have indicated that we can reduce the energy use in our existing homes by up to 80%, and that such programs of deep energy retrofits can be by far the least expensive energy "source". This is particularly true when the true payback of envelope efficiency is used - average expected life of a home is now greater than 80 years.
I urge you to develop programs to aggressively and rapidly pursue this option, so that missed opportunities do not occur.
I ask that you make the total elimination of the use of coal, natural gas, or other fossil fuels the top priority in the 6th Power Plan.
