Melinda Eden and Joan Dukes, NPCC Main subjects discussed: --Public hearing held in Portland on 10/14 --Draft Sixth Power Plan --Environmental effects of wind power development --General discussion of cap and trade as a carbon policy Summary of comment: Bob Jenks said the Council’s power plan has never been more important because when public utilities reach their High Water Marks determining how much Tier 1 BPA power they are allowed to purchase, the Council’s plan will serve as a blueprint for individual utility resource choices. The region lacks good information and analysis on carbon policies. Carbon control policies may come from regulation, rather than economic pressure, and information about the closure of coal plans to respond to regulatory or legal requirements would be helpful for the region.
