Draft Sixth Power Plan Comment

The Council's draft Sixth Power Plan needs to include cuts to carbon dioxide emissions and address the problem of coal power. The draft plan needs two additional pieces: 1) It needs to address climate change, and 2) it needs to make recommendations that would counter the health consequences of mining and combusting coal.
