I'd like to start out by saying that I support the plan and it's move way from new fossil fuel production--we cannot afford (economically, socially, or environmentally) to continue to rely on fossil fuels and we must dramatically reduce our consumption as soon as possible. Thank you for this part of the plan.
I also support the focus on energy efficiency and renewable energy as the first choice for energy resources in the region. No other option makes sense economically, socially, or environmentally.
With all that being said, the major problem I see is that the plan does not REDUCE greenhouse gas emissions--it merely stabilizes them. We must go further than stopping where we are and go backwards--we must reduce current emissions by requiring at least 1,450 average megawatts of conservation in the 5 year action plan instead of 1,200 average megawatts.
