There must be adequate considerations for the passage of fish to their historic spawning grounds and a open passage back to the ocean. If there is no workable provision for this, that works, then removable of these silt build-up obstructions must be removed. Lower Granite reservoir is already filling up and barge traffic is limited, let us flush the lower Snake, and get it back toa free flowing river.
