Your efforts to encourage energy conservation and alternative energy sources are commendable. But it nothing more than window-dressing unless you get compliance. That will only come with the addition of a stick and a carrot to your regulations. Encourage the power companies to use energy alternative sources while simultaneously implementing graduated penalties for each year they don't achieve set reductions in greenhouse gases. It's the only way to save our planet.
